Well, I know when cards were big in the 90s there was a ton of completely unlicensed product. I remember even wasting a $1 each on them just cause some looked cool.

Cut them some slack, it was probably a 9 year old using a generation 1 computer. :)
Cards like this were mass produced starting in the very late 80's and into the early 90's. They did all sorts of Jordan "Rookie" cards to try to cash in on his popularity and legend after he and the Bulls started winning championships. There was the 1986 Donruss style rated rookie, the 1986 Fleer style Frank Thomas / Michael Jordan dual "rookie". The 1986's were the big designs to mimic because of the Jose Canseco rookies. This one was trying to copy the 1988 Topps football design, so you know it was made after that. 1988 for football because of the popularity of the Bo Jackson rookie.
These kind of homemade / non-licensed / promo (whatever you want to call them) cards generally sold for $1-5, just depending on the dealer you found with them and how much they thought the market would pay. Beckett does not recognize them as being legitimate cards, but die hard collectors usually still try to find one of everything, including these type. So you can usually still get $1-2 for these kinds of cards, if its something unique like this. Other types like the ugly foil bordered stuff is a tough sell at even 50 cents or less.
