Question on grading Finest cards with peel

I have a Garnett Finest RC that I'm wanting to have graded. It is unpeeled but has some very minor scratches on the peel. How does PSA go about grading these since the peel isn't actually the card? Would i get hit on surface because of the scratching on the peel? Or should i peel it? Thanks for any help!
