I think you should have refunded before eBay stepped in and forced it.....I am under the impression that if eBay forces the refund it can have an effect on your selling metrics.

eBay has nothing to do with your refund....you file your claim with PIP. The waiting time for a lost envelope claim is 15 days.....no waiting time for a damage claim.
