I think you've got 2 options IMHO ...

Actually I was just gonna say leave a neutral with a bit of an explanation why but then as I was starting to type I really think I'd probably just not do anything and just forget about it ....

The only thing you might do is email the guy explaining your thoughts (again) and tell him if he does'nt refund or send you the $ 4 that you will leave a negative ....
You do have abit of leverage since he left you positive already ...
I understand that it's the principal of the thing since I had something like this happen to me about 3 weeks ago .... bought 2 items at the smae time but the invoice showed 2 seperate shipping charges instead of what he told m the combined shipping would be ---contacted the guy and had him re-send me a invoice and it took 2 tries but he finally did get it to show the correct shipping ....
