As PCP noted, the Hope has a smaller print run and the scarcity factor (I rarely see these being offered for sale relative to the 2009 BC blue), but the lack of an on-card auto makes the decision more difficult IMO

Are you buying one of them as a long term investment? If yes, both should appreciate imo as long as the baseball card prices don't decline in the future. No one can predict where the prices would be in the future. I think 2009 BC Blue Refractor will have a more wider market (more buyers) compared to Hope because it is more iconic/desirable with an on card autograph. This is just my personal opinion. As I said earlier, I think its a matter of personal preference and everyone's taste is different. There is no right or wrong answer here.
I am new to sports card collecting, so please do not make any financial decisions based on what I or others say at public forums. At the end of the day it is your money and you have to do your own due diligence. I wish you good luck.
