Joe Orlando (of "Never Get Cheated" fame) openly admitted that they are not restricting Gary Moser from submitting cards to PSA, despite knowing he was altering and trying to get them slabbed with number grades, and that they were getting through.

If I recall Joe's answer correctly, his main points were :

1. When some of the cards on a submission appear altered, all of the cards are scrutanized more closely.
2. If it starts to become a reoccuring problem with certain dealers, they are contacted and questioned.
3. Telling a dealer they can no longer submit would do no good, since they can always submit through others.

15 YEARS AGO. NOT EVEN TRYING TO STOP A SCAMMER. So if they claim that they were duped by "bad actors," it's disingenuous. If they're saying they didn't know it was going on, they're lying. The BEST thing about this is that THEY KNOW EVERY CERT NUMBER HE SUBMITTED ON HIS OWN. They can decertify 20+ years of Moser cards that are likely fraudulent and clean up this mess.
If the Feds don't investigate PSA, this will still happen. Will leave you with this quote from the thread: "
