The size is restricted to a maximum. Take a look at the differences in quality of images elected to be used by eBay sellers sampled (roughly just the slab itself):

Fox example:
951x1600 = 1,521,600 pixels total
vs.
701 x 1299 = 910,599 pixels total
vs.
600 x 1000 = 600,000 pixels total

You would think a seller would want to use the highest quality picture available when restricted in size... right? Why wouldn't they?

The majority of the time they are limited by technology. There are still major sellers that use old phones (with garbage cameras) or old digital cameras (remember those things). Ebay allows up to 1600x1600 - if they are less than that, I'm guessing the device used to take the picture can't go that high.
