I think he is stacking 1 tick away from best friends people, as I am 1 tick away from him and haven't seen a gift in awhile..... So he can pop a lucky egg and do a bunch at once...
I don't worry about it because I am already level 40.... BUT the workaround is to send someone a EX raid invite, this will trigger a friendship event and will bump you up to best friends, just make sure you do a lucky egg 1st....
