but as this was the second time I have come across this type of order (same submitter) and didn't receive any comments after first noticing, I thought I would seek other opinions.

Is anyone aware of what type of submission this is and who has access to such service? I've done numerous minimum grade orders (never sorted by grade) and was only aware of having the rejected cards either returned ungraded or encapsulated as authentic.

All 197 cards graded on 8-26-19
11585287 – 11585288 (2) 2019-20 Panini Instant Draft Night Zion Williamson/17281 BGS 10
11585289 – 11585373 (85) 2019-20 Panini Instant Draft Night Zion Williamson/17281 BGS 9.5
11585374 – 11585483 (110) 2019-20 Panini Instant Draft Night Zion Williamson/17281 BCCG 10

Appears to be a pay for grade combination of BGS and BCCG services, where if the cards don't reach the minimum grade (BGS 9.5, in this case), they are encapsulated as BCCG 10 (fees based on BGS or BCCG service level?). I assume the BCCG 10 grade is also a predetermined outcome, as a BGS 9 would obviously be better than a BCCG 9.
