It would be foolish not to include cards that are acidified or permanently degraded due to harmful chemical treatment. All the FBI would have to do is speak to a REAL conservator at a major museum to figure this out. It doesn't really matter that a very small minority of collectors would be "ok" with this type of cleaning. They're idiots and probably do it themselves.
