Yes the three tiers are Concourse, Premier and Field Level. Obviously Mahomes didn't have a Concourse but that's one reason a lot of people don't like Select.
I don't think the market has figured out #2 at all. The issue is that it's very simple to make a base look like a Silver with all the filters that people use. The only reason that a lot of them sell is that the buyers know they can return them. I've seen countless sellers try to pawn off base as Silvers and I'm sure plenty of them succeed. Casual collectors will see the Prizm on the back and have no idea they were duped. I've bought Optic Holos where base were sent and Select is much more difficult to tell the difference. However, graded ones are definitely increasing rapidly since it is obvious what the card is.
