Exactly, you buy a pack for $100 and get 10 random graded cards, then you send them to PSA so they will grade the case!
Or maybe the MFG teams up with PSA, send's them a million cards, wait 10 months, then repack them into graded card mystery packs! But there will only be like 100 10's total since PSA doesn't give them out anymore
