That to me is ebays way if trying to keep them on ebay and could easily see that messages like that where the offer button is not being used could be for taking the offer off which there is no way they want that. There is a fine line between the 2 areas.
But there has never been anything about messages being delayed. Well a simple google search

Here is an off Ebay post to microsoft outlook express tech suppourt thread saying up to 4 days. They apparently were trying to see if it was on their end
