When the population of graded cards of a certain card is low, it means people simply do not submit them. The rest is all speculation. Take your kobe green psa 10 pop 1 with a total of 1 ever sent in for grading. Is that truly a rare graded card? or simply a card that isn't being submitted in higher volume. Vs the Silver kobe where the pop is 6 and 2 x psa 10s. It just means people are submitting more of a certain card vs the other.
Its like picking .... 1996 Flair wave of the future God Shamgod and saying the card is extremely rare because the pop report shows none have ever been graded. Lets just say 1 does graded and its a 9. Is that 9 a special card because none are graded higher? No. Its simply a card that doesnt get submitted because not as many collectors care for it. Or let me rephrase that...not as many collectors care for it. Just like the greens.
