Something called the Q score might be what you are looking for. Been around for decades, and measures a celebrity's "appeal".
They measure a person's "familiarity" score to get the Q score. The familiarity score might be as close as you can get to an objective measurement of "fame" (but "best" doesn't necessarily mean good).
In the end,
peak Tiger Woods may have been more famous than peak Michael Jordan, but neither of those guys would come close to Michael Jackson.
