I am not in favor of this. I don't think prospects over limits should just be removed from the player pool until the next offseason. They should be made available to the league using the waiver priority.
One mass PM is sent out saying Player A is available, everyone has 24 hours from the point to respond to Hollywood if they want to claim, he uses league waiver order to award player, who must be added using a major league add.
If you have no more moves for the week, you don't get the player, next in line does. If no one claims, player goes to FA and is available to anyone
But just taking good, young players out of the league's pool isn't good
