Kofi would be a good target, especially depending on how they want to go with the current feud with The Final Testament.
I think the storyline works best if Pierce keeps him out as punishment for his behavior. Plus, it continues to help build the idea that he is an unstoppable monster. I think if they put him into any type of rumble match, he's going to need to win it.
