I don't think the Bills thought they were an inferior team to the Chiefs. I hate to bring it up as I think it's played out already but the Texans shed some light on how teams view playing the chiefs. It's like you're up against the refs. I think that notion helped create that aggressive mindset the Bills had. If you feel like you're on an uphill battle against a policing power, you have to throw the kitchen sink so to speak.
