Seems to me a class action may be possible. Or start telling them you'll sue for fraud. A $20 card, they know you wont, but an $1800 card?
A little different scenario But years ago I sent Probstein $1500 worth of baseball cards to sell on ebay. Sold them w/ no hitch.
Later sent him a $1000 in football cards. Would not list.....would not list. After 3 months I finally told him I would sue for fraud if he didn't sell them or return them to me. I made it very clear that I was in the position to show up to any and all court dates. And I was. It wasn't an empty threat. The next week I had my cards in hand. I was only missing 1 Bledsoe jersey match card worth probably $20. I figured that was a cheap lesson.
I refuse to buy anything he sells. There have been a few times I was tempted. But I figure it'll come back around sooner or later.
The manufactures are so big a single fraud case would probably make them chuckle. But a class action?......................?
Thankfully the few redemptions I've had came back.
