When a card comes across as being more valuable post grading than the service it was submitted at, the entire order gets held up as that card is sent to the "research" department (a different line/que) to get a valuation (and then the upcharge). That is where the delay happens for orders with 1 (or more) cards waiting for the research folks to determine the upcharge. After the upcharge is determined, there's another step of administration as someone needs to formalize all the details into an email to the customer.
