For sure! You gotta roll with the cards you are dealt. You can just get sucked in the trap of needing a QB, and over-reaching for one just cause you are picking high.
Would Cam Ward have been #1 in a different year? Titans were just desperate for a spark.
Anthony Richardson at #4 overall? Colts needed a QB and reached.
The Bridge Vet is viable, as I think that was what Justin Fields was. They have to do better than that, unless the plan was to keep tanking and looking ahead
