Semantics.
The NCAA Clearinghouse ok'd Rose's scores and they ok'd Memphis' BS investigation. They should have done their due diligence. Someone from the ACTs (or SATs, I don't really know the difference) tipped off the NCAA two years later.
I'm sure Rose is the only guy to not follow your honor code system while not being paid under the employ of the NCAA.
