Vintage Stock #27/99 nicely bent. Shipped in a top loader in a bubble mailer. Also a soft sleeve, team set bag, and small manila envelope. Insufficient to prevent bending.

Cardboard has to be involved in the mailing process somewhere. Either the envelope itself should be rigid cardboard or there should be cardboard sandwiching the card if it's going to be a bubble mailer.

Hardly any of the packages I get that are shipped in bubble mailers have cardboard. I've never had an issue with a card that didn't personally.
