They’re new, or they’re selling a higher value card (than they usually do) for the first time.
If you’re going to reply, I guess “There’s no mechanism for doing that. Payouts are managed by eBay, the buyer has no part in that process.”

There is an option to mark a purchase as received. Click "More Actions" on the item.

Was tracking not uploaded or available? That would be my guess why he's asking for that.

He shipped via the new eBay trading card method. Tracking has not updated or was ever scanned in the first place.
