No, it's because COMC does stupid things sometimes. Report the error and select "Wrong Rookie Card Year" and they'll make it a RC instead.

Sometimes they have cards of President Lincoln from 1990 marked as the RC so every card of Lincoln before that is marked a PRC. This is something the identification and corrections team is aware of and changes when they have free time or someone reports the error. Cards of nonsports people in Allen & Ginter baseball sets seems to give this software logic fits since COMC isn't really good about saying that cards of Magic Johnson in basketball are the same Magic Johnson if the card is from a baseball set. But sometimes that's for the better, since "Bobby Jones" is a different person in Golf, Baseball (multiple), basketball (multiple), and possibly nonsports.

They need to merge many of their player database entries for it to work properly, and they need to actually log all historical sets. Babe Ruth's RC isn't from 1933 Goudey even if that's the earliest Babe Ruth they've had for sale. M101s are from his time with the Red Sox and should count as RCs.
