Backstory on Panini Instant Score the Franchise "1" out of 2269 cards?

There are a bunch of these 1/2269s listed for several different players. Kind of betrays the whole idea of numbered cards or 1 out of any # cards. Is the 1/2269 some kind of inside the beltway reference perhaps rather than a numbered serial #?

I randomly stumbled on these, and not by searching for panini instant cards:

Have 0 interest, just curious what was the logical basis for this abomination?

The don't stamp them individually so they're all 1 out of 2269 - it is panini, not much thought aside from revenue goes into what they do
