Open a "item not received" claim with Paypal, then escalate it immediately. It will still take 2-4 weeks to get your refund.

It says I need to wait 20 days to Escalate

Side note

What’s the point of doing all this if PayPal is gonna reimburse??

There is another account with a matching IP address created around the same time and still active. Post as much info as you can. If I can match them, I can ban both.

Or they're just stupid

Likely the refund will not come from the seller. It will have to come out of Paypal's pocket. If the seller disappears completely. Then they just rinse and repeat with a different name.

You're new so I'll cut you some slack. When you have a problem with a member name and shame and leave appropriate FB.

Go to resolution center, click on the case and it should give you the option to escalate.

It won't usually allow escalation for a certain number of days after filing.

I don't believe I've ever had to wait to escalate. Could be wrong.
