No.

I mean, you can, but it will generate a new submission number and it will then reflect the current pricing. So if that's after a pricing special, you will lose the special pricing you have locked in.

If you anticipate possibly deleting some cards from the order. Submit a few separate orders under the special that ends tonight, and then actually submit the one that works for you.

You don't get charged for submissions that never arrive, even if you enter your CC info, etc.
