It is the seller's responsibility to get the item to the buyer safely.

The seller agreed to ship to COMC.

eBay has a loophole allowing a seller to avoid responsibility in a third-party situation.

If this had happened on the forum and the parties could not agree, I would have the seller refund the buyer at least partially.

Unfortunately, this is an off-forum transaction.

Hopefully Paypal will protect the buyer.

Anyone claiming COMC stole the cards must understand that it is just as likely that the seller mailed an empty package: technically possible but extremely unlikely. Either the package wasn't sealed well (it happens - especially when dealing with volume) or someone in the post office grabbed the cards.
