Definitely not a paper weight. I don't know tye value but definitely not a paper weight.

What is the number 1 on the bottom left?

Unfortunately, that is an IP autograph. The normal jersey is /200, and the autographed variant is /50. I'm not sure on value, but the autograph is not certified.

What is an IP mean? Also does this look like his signature? Thanks again for your help

Yes, it looks like his signature but I don't know if it is his.

Maybe.probably not worth the authentication fee though.
