Not sure where the bolded part is coming from, which contradicts the part right before it (which is itself, yes, an accurate description of the PSA standard - except, to be fair, PSA does say "approximately," so there's maybe a bit of extra wiggle room). I'm not going to count pixels, but I have a hard time believing that's no worse than 60/40.

I'm well aware of that, and that card does not look centered enough to be a 10. 60/40 is the cutoff and not 70/30.
