Fair enough, but it's still a single person that made the determination.

Had issues before with a UD easter egg parallel, they originally rejected it and I had to eventually get email confirmation from UD that it's a legitimate parallel then submitted research request and then it was regraded in QA2 on order it was on and future ones were graded fine

Could card companies effectively shut down TPGs by refusing to issue checklists?

Not sure how shutting down TPG's or no longer issuing checklists benefits card companies?

I agree - just asked if the reasoning of the possibility was right.

I don't think not having official checklists would change grading that much. Other than force the research teams at the grading companies to stop being lazy. There are lots of vintage sets with no checklist. Yet grading companies grade them all the time. How? They have to research it (although they often rely on the research the collectors bring them, but I digress). This is one of those examples. It seems to me like Topps just mistakenly listed the parallel on the checklist as Gold Wave instead of Gold Mini Diamond. All it would take is a little market research to realize the error and fix the checklist. But the grading companies aren't interested in actually putting in work to do their jobs.

T206 immediately jumps to mind. It's impossible to have a checklist for every card + variation that was produced for that set.

Not sure if it was brought up but another problem with grading cards not on official checklists are the custom autograph cards that are being churned out. We have a few artists on this site that do customs very well and could confuse both the average collector and a grader. Makes sense to me. However, I do agree that PSA should do some research themselves. Not saying they didn't in this case.

If the grading companies can't distinguish a counterfeit custom card from a Topps card, why do they even exist? Part of the point of grading is to detect counterfeits and authenticate cards. If all they are doing is reading a checklist to authenticate cards, they serve no purpose to the hobby. We can all look at a checklist.
