Potentially, yes.....but not in the immediate moment.

For any type of sanction (in any situation) to be effective, it needs to feel like a punishment to the recipient. Otherwise it's just window dressing.

Double technicals do not.

They're like giving yellow cards to opposing players for a scuffle in extra time of a soccer match......not gonna affect the outcome, so who cares.
