A couple things that I'd quickly do if I were in Nat Turner's shoes.
1) Phase out the physical SMR Report Magazines. The cost might not be huge, but I don't know anyone who has any use for these, I just throw them away asap. Initially offer some cheap bonus to those who go digital only. 2) Combine all the services from Bulk to Regular services, just have all the cards together up to a $999 value, separate versions for Modern and Ultra Modern. Its too confusing and unnecessary that there's 3 services up to $999 in card value. 3) The cost would start at $50 a card and go down $5/card for every 20 cards in the submission to a floor of $25 at 100+ cards. 4) Limit the amount of times a person/address/cc/whatever can send in this new Regular submission, at least initially if not permanently. This would sort of play into what HGA does but there is no super queue you have to join. All this would create a system where there are a fewer number of bulk-regular submissions but the amount of cards in each should be increased due to the discount. This can also help the big submission groups get more cards and there could be special rates for a huge amount of cards. I don't know much about the TCG market so that could be handled differently. PSA isn't going to be able to fully clear their entire backlog in 3 months or probably come super close, so their plan when they come back is essential.

I flip through it for 60 seconds then recycle it. I think it was probably conceived as a low-cost way to make money (the advertising in it - which it MOSTLY is - probably more than pays for the printing and mailing). It's not so much a magazine as imbedded advertising for auction houses and consigners.
Not sure it's necessary anymore.
