Nice card! Platinum is very underrated imo. I know the card stock sucks but I like the design typically better than the flagship.

Looking at it proportionally accounts for differences from set to set and player to player as long as there was no significant market change between launches, either for the player or on the whole. As you pointed out, Vlad is graded at about 60% the rate of Tatis and that is shown consistently across launches. Vlad has 63% the pop of Tatis for Finest, 66% for Topps Chrome, and 61% for Bowman Chrome. The smallest sample size of those being a pop of 466 for the Finest Vlad, so it is unlikely to be a sample size error.

It's impossible to say it isn't short-printed, but the available data strongly suggests it isn't.

Agreed and the big 4 all sp in that set, very under valued still compared to other rookie cards.
