This is completely untrue.
I've ALWAYS seen a ref start a count when an opponents shoulders are down, while being locked in a figure four.
I've NEVER seen it done any other way and I've definitely never seen a ref start a count explicitly because someone was passed out in a figure four.
In the event of a "passed out" wrestler, the ref would raise his arm three times.


As far as the whole "it has to be an arm/body covering an opponent", we've seen many times in history where someone stands over their opponent and covers them with their foot on the chest. So, legs/feet have been used "to cover" in the history of wrestling.

I should also make it clear that I'm not advocating for last night's "leg cover" to be counted as an official cover, because that's lazy creative. However, I am saying that the IWC has a point. Legs (and legs only) have been used as cover in the past.

He gets more time in the ring. On tv you're told how long you have. At live shows, youre given however long you want to work. Also there isnt any storylines or much talking at live events. Besides, Jericho is a millionaire, he doesnt need more money.
