I was curious and it looks like Francisco Lindor has 715 unique cards (from Beckett) made before his rookie season in the big leagues. Some were USA but the majority would be in an Indians uniform.

I think the sheer volume of "MLB" cards before a player even makes his debut is simply a turn off from the traditional interpretation of what a RC is.

Year confusion: 93 Sp Jeter is a rookie...when was his debut?

Licensing confusion: no precedent other than my opinion, yes it is a rookie as there is an MLBPA license logo on the reverse
