Default Hmmm, Postage Due Issue

Received a notice in my mailbox today for $2.51 postage due. It's for a card I bought off Ebay from user wesleeide https://www.ebay.com/usr/wesleeide_0...72.m2749.l2754 . I sent him a quick message and he replied back saying, "I will refund ur $2.51 by Friday". Needless to say, I will wait for him to refund me before I go to the post office. He is a very new user but thought people might want to block him...

Looking for advice - he still has not refunded the postage amount, so I have not picked up the package at the post office. Can I file something with Ebay or will they tell me to just go pay for the postage and file a claim?

Ask 1 more time for the refund. If they slack any further, pay it and drop the neg and move along.

I think if it gets shipped back to the seller you are out your money. I would pay it and take it up with eBay/the seller afterwards.

Exactly. How bad do you want it? If you want it get it and drop the neg. If not go refuse, open a case and get your money back.

It should at least be a neutral, regardless. He more than likely charged $3 for shipping but mailed out with just a 49 cent stamp and now you have to pay the difference because someone in the Postal stream removed it from automation because its a parcel and not a letter rate.
I have personal bias because I work for the PO and hate when people send pwe or forego parcel rate without communication

Update - went and picked up the item from the post office today and paid the postage. Filed a long claim with Ebay and within 10 minutes the seller sent me a note:

Hey sorry I lost everything i had in a house fire just been busy hope u received the refund sorry for the inconvenience. He sent the refund finally.
