Maybe he has multiple offers going and forgot what he offered the first time. In any event, you seem to be taking it way harder than you should. I realize everything pisses everyone off on the internet, but I would just decline and move on.

The mobile app doesn't show previous offers/communications. I've made that "mistake" before.

Sounds like maybe he's saying you should've taken the $750 offer???

It's his way of saying take the $750. I know because I do that as well, you just play with peoples mind and what not.

^ This.

It's called...he was willing to negotiate...to a point. Nothing wrong from what I see.

Either way you were lowballing if you increased your second offer 200.

That is possible, and just venting. Ive never seen someone send an offer, I send a counter, and they recounter higher than the original counter. Baffles me.

I wasnt lowballing, I sent out my first offer. Then I increased it because I saw my original offer wasnt going to get it done. Ive sent "lowballing" offers and have then be accepted.

My thought as well. It reminds me of Pawn Stars or Hardcore Pawn...seen it happen there too.

Given that the seller countered only $100 higher than his original offer, he's definitely fielding multiple offers. For example...

Last week I flipped this card on COMC (note: no longer my card!).

I bought for $17.75 and raised the price to $25.
Received offer for $12.50, countered at $23.50.
Received counteroffer at $20.00.
Noticed the most recent eBay sale at $34!
Rejected $20 offer outright. Raised price to $30 (I was half expecting a Blowout thread calling me out for being a horrible seller).
Received an offer at $23.50 and another offer (from the person I rejected $20 from) for $21.50.
Countered both at $27. Sold to the $23.50 buyer!

Newsflash! Other people collect baseball cards. Especially prospects!

Is it a player whose cards are rising? Maybe he has a separate counter offer for $800 and wants to see if you are willing to go higher.

There are a lot of reasons why this might be happening...
There's only 31 cards on eBay listed for 1799. Is it the Harper Ref Auto 9.5/10? If that's the case, I could see why the prices are going up quickly.

The art of negotiation is obviously lost on you.

I'll never understand how some people take great offense to what another person values a card at. I would have a few questions, what is the item, what does it normally sell for, how rare is it, so on and so forth. Either way, at the end of the day it's their item and they are free to sell it for whatever price they want. Try not to take it personally or get aggravated by it.

This. Regardless of the label, it's intended to open up negotiation between buyer and seller. Otherwise it wouldn't let continued offers/counter-offers to occur. In other words, there wouldn't be an option to counter for the seller after the initial "best" offer was received.

I'm still trying to find the information that would justify calling this person a moron?

Apparently, one doesn't know how to negotiate. You're given 3 "best offers". . .
