Issues with eBay shipping? Global and Calculated?

I had a few messages overnight about shipping and this morning it looks like there is something strange. I checked my settings/preferences and all appears normal.

Calculated shipping does not populate rates - it says to ask the seller for the shipping rate.

I had a Canadian buyer ask if I ship to Canada - I'm opted into eBay International and it says I ship to Canada on the item page. It doesn't seem like he's able to access that.

Just curious if anyone else is seeing these issues at the moment or if maybe my items are a little messed up.
