Default Ebay/Shipping Policy

I sent a card out on 11/5 to NJ. Buyer emailed me a few days ago of not receiving it.
I checked the tracking #, last post was at of being delivered to distribution center on the same day sent out and nothing else. I filed a mail recover search with the post office to try and locate it.
I informed the buyer of this and his reply was he didn't want the card anymore and wanted a refund issued?
What are my options at this point? Also the card was sent out shortly after Hurricane Sandy on the east cost and some areas had no power.
