The gem rate on that Burrow isn't even 20%. That suggests to me that the card likely has a common printing flaw. Since the same person isn't grading every single Burrow Mosaic base that comes into PSA, you get inconsistency in how it's handled. Think of the rear centering for the Ben Simmons Optic RC, or the front print line on the Tatis Heritage RC. For this sub, the grader caught whatever it is.
