They do...kinda. Mail in your expired Unscratched redemptions to them and you will be entered in a drawing for cards.

This is really ridiculous. I don't come on this site very often and my son gives me a list of cards he wants that are going on sale at 6:00am. So, I come here to buy all of the cards he wants and they're not on sale at 6:00am...but instead I have to sit here and wait to see IF they go on sale?!?! There's NOTHING that explains how this Wave by wave chit is happening. Amazingly unorganized, no wonder people say to not buy Blow Out.
