I don't think they'll charge you for the missing cards, but it might delay your order while they try to sort out where the cards went.

One issue I've seen is that once you've put the submission form in your cart, you can't go back and edit it. So after you've hit the point of no return you technically need to send all the cards on your list or create another submission and input all the cards again.

I have made an error or two on my submission forms and they have called me both times to discuss the error to make sure they get it right. I'm sure it delayed the turnaround time a bit so it's your call to chance that vs inputting a new submission form.
