Default Kirby Puckett Question

Why did Kirby sign so few cards between 1997 and 2000? He started signing more in 2001 and up to his death. I thought about this looking at some of the great UD auto sets in 1999/2000 and him always missing.

His weight ballooned to more than 350 pounds and he was alleged to have begun to perform lewd acts in public, such as urinating in the parking lot of a shopping center.
