Pretty sure they frown on illegal gambling with a bookie. If it was legal to gamble in California, it looks like the MLB would be fine with it:

According to Major League Baseball's 2019 policy on sports betting, “Baseball personnel may place legal bets on sports other than baseball or softball in jurisdictions in which sports betting is legal, provided that the person placing the bet is eligible under applicable law to place the wager.”

BTW, I love that nobody is questioning how a bookie would allow an interpreter making an estimated $200K/year to get into $4.5 million in debt (not to mention how somebody making $200K/year would be routinely making sports bets equaling multiples of his yearly salary). This story and cover up is not very well conceived.
