There is no 2018 chrome mini.

That said, I do believe that card was just miscut since the back seems aligned. Should have been rejected as a N6 and not slabbed.

The top of it on the back looks like it was cut with scissors.

You are correct; the card section of the slab is oversized. However, the terrible cut at the top of the card, whether trimmed or that way from the factory, should have prevented that from getting any grade close to nine.
