There is no 2018 chrome mini.

That said, I do believe that card was just miscut since the back seems aligned. Should have been rejected as a N6 and not slabbed.

What the heck is up with this card? Clearly trimmed and off centered. It looks like a mini card. It literally looks likes someone took scissors and chopped the top and bottom off.

I'll go with the contrarian answer and suggest that they used an oversized slab on that one (vintage bowman??). The window border isn't frosted like a normal slab, which is making the card appear undersized.

You are correct; the card section of the slab is oversized. However, the terrible cut at the top of the card, whether trimmed or that way from the factory, should have prevented that from getting any grade close to nine.

Yeah, I think it has the internal sleeve, too. That and bad lighting. It makes me wonder if it is an optical illusion.
