What PSA Cert # did the 55/45 Centering change take effect?

What PSA cert numbers are roughly where we begin to see this new 55/45 centering standard take effect for PSA 10 copies? I saw this pop up and figured a serial starting with #11xxx it would have taken effect already. Do you think they would give this card a 10 under the new standard?

No problem, look up "Card Centering" in the app store.
