2015 prizm draft red power auto question

Anybody know what these are limited to or was it never released? From the looks of them on ebay I think they are really SP'd. Here is an example:

I picked up a lot of 10 of them this past week.

The numbers were not announced outside of being a parallel. It does seem odd that there seem to be a lot less of the Red Power than the other parallels.
