Best Offer on an Auction?

Was searching around on eBay and came across an Auction listing that had a Best Offer option. I have never seen this before on eBay, and couldn't find the option while creating a new listing.

Is this something new that eBay is trying?

I saw an auction like that today for the first time as well on a Sam Dekker card.

Wait a minute, maybe the valid offers are ones that are above the price of the item so that the item will sell immediately. Like set your own BIN? So if you wanted the auction to end and you offered $50 on this item, the seller could accept before a bid is placed and it sells as BIN?
Either that or a glitch.
